Patrick Tay is an IT, GRC and cybersecurity leader with over 20 years of extensive global experience, leading teams and managing complex digital transformation and delivery across Rakuten, Samsung, StarHub, Citibank, IBM and BNP Paribas. He has led enterprise PMO, GRC, cybersecurity and AI transformation initiatives across large enterprise projects. Patrick specializes in Cybersecurity, GRC, IT Infrastructure and Emerging Technologies. He has successfully modernized legacy systems, implemented cutting-edge technologies, and ensured compliance with standards including ISO, NIST, PCI-DSS, ITIL, SOC 2, PDPA, COBIT and GDPR. He drives IT strategy, business agility and security governance to help organizations stay resilient in an evolving digital landscape. He is currently Board Director at ISACA Singapore Chapter and an IBF certified Adjunct Lecturer at ABS. Patrick holds an MBA from the University of Chester, with advanced studies in AI from Johns Hopkins University and cybersecurity from National University of Singapore. He is also currently a Doctorate candidate (DBA, AI & Security) and actively provides training to upskill teams and leaders. Patrick launched Samsung Pay, one of Singapore’s first mobile payment platforms, earning the 2016 Samsung Award. He also led the critical COVID-19 infrastructure setup at Singapore Expo supporting over 1,000+ patients in a national project, receiving the StarHub STARR Award (2020). In recognition of his industry thought leadership, he was named an Impactful Speaker at Singapore FinTech Festival (2025) for his expertise in Cybersecurity and AI/Generative AI. He was also recognized with the ISACA Most Valuable Portfolio Best Director Award, (MVP 2025) and achieved (TCA 2025 & 2026 Cybersecurity Award as Panel Judge) by AISP and supported by CSA. Patrick holds strong industry credentials including CCISO, PMP, MSP, CISM, CISA, CRISC, CGEIT, ISO 27001/42001 Auditor, and AWS Solutions Architect Professional.
