Ms Rochelle Chua is the Asia Head of Risk and Control Management at Citi, with over 20 years of experience across governance, risk management, regulatory engagement, operational resilience, and business transformation within the financial services industry. Throughout her career, she has held senior leadership roles across global financial institutions, working closely with business and technology leaders to strengthen governance frameworks, enhance organizational resilience, and navigate complex regulatory environments. Having led all three lines of defence, she brings extensive experience in risk governance, control management, operational excellence, and large-scale transformation initiatives. Beyond her corporate responsibilities, Ms Chua actively contributes to industry initiatives and thought leadership. She represented Citi on the Association of Banks in Singapore (ABS) Outsourcing Advisory Committee, collaborating with industry peers on outsourcing governance, third-party risk management, and operational resilience. She has also participated in industry forums where she shares practical perspectives on governance, resilience, and the evolving impact of emerging technologies on the financial services sector. Ms Chua is a Singapore Leaders Network Fellow, a Chartered Accountant, and serves on the Banking and Finance Committee of the Institute of Singapore Chartered Accountants. She is particularly passionate about the intersection of governance, data, technology, and responsible AI, and how organizations can embrace innovation responsibly while maintaining trust, accountability, and resilience. Ms Chua brings practical insights from driving innovative transformation initiatives, and contributing to industry-wide conversations on governance, responsible AI, and the future of financial services.
